Experience

Thirty years experience as a Chemical-Environmental Engineer and Industrial Hygienist in the chemical manufacturing, hazardous waste treatment, and environmental services industries including thirteen years starting up, operating, and maintaining large chemical manufacturing facilities and eight years operating hazardous waste disposal facilities and directing hazardous waste transportation and remediation organizations. Expert in evaluating hazardous material handling practices and workplace conditions affecting safety and health in industrial environments. Mr. Clark is Past-President of the American Industrial Hygiene Association - Florida Section.

Chemical Manufacturing (13 years) Monsanto, Hooker Chemical, Mobil Chemical

  • Process Development and Facility Startup. Process development engineer in large pilot plant. Startup engineer for multiple processes and facility startups from project conception through construction oversight and operational startup.
  • Chemical Manufacture. Managed chemical facilities manufacturing sodium chlorate, chlorinated solvents, paint resins, and synthetic lubricants.
  • Facilities Maintenance and Warehousing. Maintenance manager for large chemical complex. Duties included implementation and management of comprehensive preventative maintenance program and management of warehousing.
  • Additional. Radiation-health professional for an operating nuclear power plant.

Hazardous Waste Services (8 years) SCA Chemicals, BFI/CECOS, Ecoflo

  • Waste Chemical Treatment. Managed multiple RCRA Part B chemical treatment facilities. Waste streams included electroplating wastes from throughout New England and chemical wastes from throughout the Northeast. Active in regulatory permitting and public participation processes.
  • Waste Fuel Blending. Managed RCRA Part B waste fuel blending facilities. Designed and managed the construction of a state-of-the-art blending facility.
  • Waste Incineration. Managed a major waste incinerator. The facility was permitted under both RCRA and TSCA.
  • Waste Generator Services. Managed multiple remedial cleanup, transportation, and on-site waste generator services. One service system provided services to small quantity generators along the East Coast included a RCRA Part B facility and a DOT ten-day transfer location

Consultive Services (9 years) Enviropact, Versar, REP Associates, ESH

  • Environmental Permitting. Prepare and obtain Title V air permits, hazardous facility permits, and NPDES discharge-stormwater permits.
  • Environmental Liability Assessment. Perform Environmental Site Assessments and environmental risk audits. Establish hazardous materials management programs to assure regulatory compliance and minimize environmental liability.
  • Hazard Assessment. Assess potential hazards and risks from hazardous material activities. Assessments include workplace and public-environmental receptor risks.
  • Industrial Hygiene Monitoring. Perform all forms of industrial hygiene monitoring measuring exposures including chemical vapors-gases, chemical-biological aerosols, noise, heat, radiation. Routinely perform indoor air quality investigations.
  • Safety Engineering. Specify engineering controls to remove or reduce workplace exposures. Controls include ventilation and noise abatement systems.
  • Expert Witness. Provide expert data collection, research, and opinion regarding probable exposures and the potential extent of these exposures.
